Welcome to Windsor Park
Windsor Park has 356 residences, single family homes and duplexes. Two volunteer organizations serve the neighborhood: the Homeowners Association (HOA), which cares for our esplanades and common grounds, and WPHA Dallas ENP, Inc., which runs our off-duty Dallas Police patrol.

Police patrol: the Expanded Neighborhood Patrol (ENP)
ENP is a program of the Dallas Police Department. Off-duty, uniformed, armed Dallas police officers patrol Windsor Park in an official DPD squad car with a computer link to dispatch. The program is paid for by resident memberships and run by volunteer neighbors through WPHA Dallas ENP, Inc., a Texas nonprofit with 501(c)(4) status. It is separate from HOA dues.
What members get
- A yard sign showing your home is watched by the DPD ENP program
- A place on the ENP member map
- Officer response to a member’s 9-1-1 call when a patrol officer is on duty
- Contact information for the officers, who also carry a phone with every member’s details
Going out of town?
Members can file a Trip Notice so officers walk the perimeter of the home during each patrol while you are away.
Good to know
Officers respond to 9-1-1 calls from member homes. Patrol hours depend on how many neighbors join, so more members means more hours.
Homeowners Association (HOA)
HOA dues pay for care and maintenance of the esplanades and perimeter grounds, neighborhood beautification and communication. Well-kept entrances support the look of the neighborhood and the value of every home in it. The HOA is run entirely by volunteers.

Holiday patrol surge and officer gratuity
Optional donations add extra patrol hours in December, when crime tends to rise, and fund a holiday gift for the officers who patrol our streets all year.
Neighborhood directory
Our online directory is on DirectorySpot, on the web at directoryspot.net and as a mobile app. To be listed, send the names, email addresses and phone numbers you want shown, plus any services you offer such as pet care or babysitting. A volunteer will add you, and DirectorySpot will email you. Then log in with that email address and choose “reset password” to set your own.
Neighbors on Facebook
Our Windsor Park Facebook group is where neighbors share news and ask for recommendations.
