VI.              Crime Watch

a.       Julie Schwartz – First Watch – security service for a fee – currently have 87 members and a commitment from others to sign up that will bring our total to 136.  This will allow us to have First Watch service with a dedicated car for the neighborhood for 8 hrs/day.  The call to action is now.  Please get your contracts in.  After the other 49 contracts are turned in these hours will be determined by reviewing crime statistics for our neighborhood to see when most crimes are occurring. If we can get 200 total people to sign up we will have a full-time First Watch car in the neighborhood.  Bud Angwin from First Watch also spoke and explained that if you are NOT a First Watch subscriber they cannot help unless you are calling to report something regarding a subscriber’s home.  PLEASE SIGN UP NOW.  Last year we had 26 members at this time.  See Julie Schwartz for a contract.

XI.               Planning & Zoning Task Force

a.       Thanks to Terry Haines, Jerry Bradley, John Bradley, Bob Ikle

b.       Walnut Hill/Central Review – John Bradley discussed the current plans at this 17 acre location.  A gated community with 101 homes is going in on the west end.  The name is The Glens and it will have 800K-1.2 million dollar single family detached homes.  A stacked “Edgemere” type rest home will be going in on the north west end.  The center will have nice restaurants, retail, and multi-family housing above it.  Parking will be mainly in garages.

1.       Two Resolutions were passed.

a.       Resolution One:  The WPHA hereby authorizes its Task Force Committee composed of Terry Haines, Chairman, and John Bradley and Jerry Bradley as Task Force members, to support the proposed zoning change for The Glen development at the northwest corner of Walnut Hill and Central from townhouse zoning to single family detached residential zoning and any other changes that in their collective judgment are appropriate.

b.       Resolution Two:  The WPHA is a member of the neighborhood Coalition that is authorized by Deed Restrictions to approve certain design elements of The Glen development.  Windsor Park has one voting member on the Neighborhood Coalition.  The WPHA hereby designates Terry Haines as its Voting Member and names Jerry Bradley as the First Alternate and John Bradley as the Second Alternate.

2.       There are 5 votes total for the Neighborhood Coalition.

1.       Glen Lakes – 2

2.       Meadows -2

3.       Windsor Park – 1

3.       The other neighborhoods approve of Provident’s plans. 

 

c.       Boedeker Preview – Bob Ikle stood up and discussed that the plans for Nasher Trail are still going forward.  An assessment will be completed and more info will be available at the end of April.  The current goal is to connect to White Rock Trail to the north and Katy to the south.

d.       Clearlake closure – Bob Ikle stood up for Terry Haines and spoke about the plans to close Clearlake at Park Lane.  He announced that they had received all signatures from Clearlake and some on Desco to go forward.  The reason for closure was high speeds on Clearlake and theft. 

1.       There were many concerns about these plans. 

1.       That is the way many people leave the neighborhood to get to Hillcrest and go south.  They turn right onto Park Lane, so they have a protected left turn at the light at Park/Hillcrest.

2.       Terry Babilla was concerned that this closure would cause an increase of speed down Desco to Hillcrest. He was strongly against this closure. His main concern was speed down Desco and his young children.

3.       Other concerns were mentioned regarding that is the entrance that the fire trucks use from the Greenville station to get into the neighborhood.

2.       A vote was made to HOLD the closure of the Clearlake closure at Park Lane.  The neighborhood wanted further review to see what impact this will have on the rest of the neighborhood.
